Their headline: Radioactive landfill cover is criticized
My thought: OMG, where do they get (and why would they use) a radioactive landfill cover?
Their actual meaning: “Covering [rather than removal of] radioactive landfill is criticized.”

I’m with you. I thought: WTF is a radioactive landfill cover? I’m still not sure how they came up with that headline. My best guess is “hey, let’s just throw a bunch of these words in a row and call it done!” -

I think that they have a bingo-style ball o’ words at the PD offices, and just roll it around and select 5-7 words (sometiems even from the story!) at random to make their headlines.
